Im just sick of paying 50 to 60 for dewalt makita or craftsman batteries. Is there companies that make batteries for their drills in the 18-20v range?

You will notice that most of the battery packs are assembled with screws of some kind. This means that they can be taken apart and refilled with new cells. Ni Cads are far cheaper to do than li-on. There are companies that specialize in this. Some are listed below.
google the brand name and battery numbers and see what happens.
